SC7 Central Data Bank of Jurisprudence

 

In the last four conferences, IFATCA Committee C asked SC7 to establish a central data bank of jurisprudence, in order to discover all cases in which the air traffic controller was named as defendant before a court for an aircraft incident or accident. A common reporting form was already approved and being used. In case of aircraft incident or accident, a controller might find the need for having references to argue his case. SC7 decided to establish a central data bank of ATC jurisprudence. Th at data bank will be open to MA’s and should be easy to use. The central data bank of jurisprudence, will be managed from one address, and should be up to date at all times.

The common reporting form that was distributed should be sent to the central data bank with the relevant information. At the data bank, the information will remain in its original form. The data bank will be stored on computerdisc and will be divided in the same way as the common reporting form. This will enable users to easily access the relevant information.


Usage options:

1)  By Internet, surfing to the following sites:

The IFATCA site (when available).

2)  Request information by E-MAIL message at:

IFATCA secretary.

3)  Request information by fax:

The Israeli Association;

IFATCA secretary.

4)  Request information by mail at both addresses above.

The information will provided to any request by MAs. Those who use the Internet will be able to copy the relevant information after using a special password code. Until the IFATCA secretary has an Internet site, the Israeli association will receive the ATC jurisprudence information and will provide the requested information to the MAs. The Israeli association will be responsible to collect the information and to compute it during the following year.

Since the information of jurisprudence is very sensitive, MAs are asked to avoid publishing the name of the controllers involved without the controller’s permission. All the relevant addresses will be published at Conference.

MAs are requested by SC7 to send all relevant jurisprudence information in the official reporting form, using the methods described. The data bank is prepared for meeting the MAs’ needs with newly collected information. SC7 invites MAs to use the data bank of jurisprudence as described above. MAs co-operation will contribute to the success of that data bank.
